The application is broadly welcomed if it brings the ground floor into active use but feel the cill heights of the original pub should be retained.
2017/0572 The Rectory, Scout Hut and former Learning Trust Facility, St John-at-Hackney, Lower Clapton Road, E5 0PD Deed of variation of the S106 agreement pursuant to application 2012/3345 dated 6th March 2015 for mixed use development of 4 stories accomodating 58 dwellings and community facilities. The issues raised were controversial at Planning Sub-committee (to which the application should be returned, if approval is recommended), but the change raisies no conservation area issues.

We note this is quite a large extension though feel it is a matter primarily for neighbours whose amenity is affected.

The Clapton CAAC feels the design of the proposed gate is critical and is not sufficiently demonstrated in the application. More detailed drawings are required, showing the gate in its open and closed states and details of what hours it is typically expected to be in each state.

The Clapton CAAC feels the proposal forms an incongruous mass that in being contained by a high wall makes it difficult to appreciate any purported merit or coherence of the whole extension. The proposal would be overlooked by a number of flats to the rear and the form disrupts the in-tact rythm of the pairs of existing extensions with an over-dominant and intrusive form of development which is exacerbated by materials with display little sympathy with the host building. In addition the extension harms the appearance of the rear elevation by reducing a window that is reflected in the pattern of the terrace, to a slot.

The Clapton CAAC is unconviced by the proposal. The simplified form and materials give it the appearance of a garden shed, incongrously placed on a roof. The proposed tall glazing attempts to make a modern design statement but instead confuses the design. Some more natural materials may soften the impact of the proposal and make it acceptable, however the site is readily overlooked by railway so design and form are critical.
