2017/3210 Adjacent St James Church 28 Powell Road E5 8DJ Non material ammend to planning approval 2016/0901 to make following ammendments: internal alterations to approved flats, addittion of canopies to street elevation, alteartion of windows, addittion of canopy to roof, boiler flues to rear elevation and intake vents to street, change to existing floor levels, reorientation of solar pv panels, addittion of plant to main roof, removal of render panels, addittion of railings and dwarf walls and alterations of conditions. 2017/3145 35 Walsingham Road E5 8NE Erection of mansard roof extension at main roof level. (Louise Smith 0208 356 8061)

The Clapton CAAC notes the loss of the butterfly/valley roof form is contrary to para 3.93 of the Residential Extensions and Alterations SPG and that in a similar application for no 47 (2015/2889) the officer indicated a preferred form of mansard - specifically with a greater set-back behind parapet - which should be followed here. It is not clear from the relatively basic drawings if this proposal otherwise conforms to section E of the SPD.

 

2017/2981 Flat A 9 Reighton Road E5 8SQ Excavation at lower ground floor level to include rear and front lightwells and alterations to the front boundary treatment and rear elevation. (Louise Smith 0208 356 8061)

The Clapton CAAC notes there is no workable provision of a bin store nor sufficient detail of the proposed front boundary.

The Clapton CAAC has no objection to the proposal.

 

2017/2559 144 Lea Bridge Road E5 9RB Variation of condition 2 (Plans) of approval 2012/0325 dated 16/11/2012 for "Erection of a part single storey and part two storey rear extensions; erection of roof extension; and excavation of the basement and creation of lightwell to the side and external escape stairs to the side in connection with the use of the building as a place of worship and community centre (Class D1)", the effect of the changes would be to increase the height of the roof and rear extensions, to cover the side lightwell, elevational changes to include alterations to the materiality, the size of the openings and removal of rooflights and glazed paving slabs. The Clapton CAAC opjects to the proposal which is overbearing and top-heavy. It is detrimental to the finely proportioned character of the retained facade and will be particularly prominent in the many long views across the road. The form also detracts from the character and setting of the adjacent Grade II listed building.

 

2016/4786 415 Mare Street E8 1HY Change of use from retail (use class A1) to restaurant (use class A3) and erection of a kitchen extract flue to the rear elevation. (Toyin Omodara 0208 356 8095)

There are insufficient drawings for this application so the Clapton CAAC is unable to assess it.

The Clapton CAAC has no objection to the proposal.

 

2017/2742 The Gap House 23A Kenmure Road E8 1JU Erection of a three storey two bedroom single dwelling house (Micheal Garvey 020 8356 8053)

The Clapton CAAC has no objection to the proposal but suggests that more details and samples of the proposed materials - particularly the walls - should be reserved by condition.

 

2017/2755 126 Osbaldeston Road N16 6NJ Conversion of single dwellinghouse to two flats (one 5-bed and one 1-bed); erection of two-storey rear extensions at basement/lower ground and upper ground floor levels; erection of front and rear lightwells with associated further basement excavation and front bay window; erection of dormer extension to main rear roof; installation of three rooflights to main front roof; associated refuse/recycling and cycle storage (Tim Wild 0208 356 8253)

The Clapton CAAC has no objection to the proposal, but would prefer the front rooflights to be more regularly and rationally spaced with regard to the front elevation. We welcome the retention of the street's characteristic stained glass panels to the front windows.

The Clapton CAAC has no objection to the proposal.

2017/3032 56 Alkham Road N16 6XF Excavation at basement level and erection of front and rear lightwell (including stairs in front lightwell) to establish new self contained 1-bed studio flat (C3 use class) at basement; establish refuse/recycling storage in front garden (Nick Bovaird 0208 356 8291)

The Clapton CAAC is not convinced this application overcomes the reasons for refusal of 2017/1437, nor of our assertion - misconstrued by the officer in the refused application - that the proposal seeks to introduce a form of basement extension in a street where such extensions have not already been established and is therefore contrary to paragraphs 4.2 and 4.4 of the Residential Extensions and Alterations SPD. Had the officer read those paragraphs cited, they would have clearly understood they do not refer to the existing, undeveloped, half-basements but to excavated basements with lightwells and habitable rooms - of which there are none in the immediate vicinity and certainly not one on site as asserted by the officer.

 

2017/2639 4 Kyverdale Road N16 7AH Establishment of 1-bed flat at basement level including additional excavation; erection of front and rear lightwells at basement level; erection of alterations to rear elevation at ground floor level; establishment of refuse/recycling storage in front garden (Tim Wild 0208 356 8253)

As with the preceeding 2013/1921 application, the Clapton CAAC asserts that a better quality, less utilitarian boundary treatment ought to be incorporated into the proposal - a railing with finials and a dwarf wall in keeping with the style and character of the properties.

 

2017/3250 56 Fountayne Road N16 7DT Erection of front and rear roof extensions and insertion of side rooflight (following demolition of existing rear roof extension and removal of front rooflight) (Nick Bovaird 0208 356 8291)

The Clapton CAAC has no objection to the proposal. We welcome the reintroduction of a long-lost bonnet cap roof form to this house.
