The kiosk is poorly designed and harms the character of the Conservation Area, but our principal concern in relation to the advertising consent is the brightness of the digital display panel and the potential for light pollution. This should be carefully assessed by the authority.

The metals screens are probably an improvement on the brick screens previously consented but the colour of them must be agreed or reserved for later agreement.

The Clapton CAAC supports the comments of the Hackney Society Planning Group: "This plot-filling scheme is ambitious and potentially contentious. We question the compatibility of the basement church use with the residential uses above it and wonder whether it appropriately serves the needs of its congregation. In particular we note the loss of parking as being potentially problematic, and the levels of noisy activity - particularly around special events that the residents will have to endure. Furthermore the design lacks refinement - in particular the Powell Rd elevation clashes crudely with the adjacent buildings."

The Clapton CAAC recognise this is an ambitious proposal which gains very little - just 200mm of height in an already adequate basement. We are concerned that the SE report establishes only that the proposal can be built but does not address the effect on the integrity of the listed Georgian terrace or the long term risks. We are concerned the granting of permission might set a precedent which, if applied elsewhere might harm the structural stability of the terrace - particularly at the ends.

Whilst we applaud the ambition of this proposal we recognise it sets an awkward precedent in that it fails to consider what might happen further along the terrace in the future. Future dormer proposal elsewhere in the terrace will likely compromise the intention and coherence that the applicant is at pains to protect.

The Clapton CAAC welcomes the progress this application has made but feels it isn't quite acceptable yet. Whilst we think a two storeys could work, the current proposal doesn't quite demonstrate that it does. In the application, the views are more encouraging than the elevations. We question whether the horizontal accoutrements (glazing bars, floor plates, etc) compromise the verticality of the glazing design. We also suspect the massing would be more subservient if it were entirely flat front, instead of slavish following the existing building line beneath where it juts out at the stairwells.

The Clapton CAAC has no objection to the proposal provided conservation-style rooflights are specified. We also note the apparent intention to face the dormer in lead. If this is indeed the case, officers should be satisfied that it can be applied neatly and will not be prone to distortion over time or when hot.
